Counter Update & Display

A single command that displays a counter and also allows you to update it with restricted roles. When run normally, the command will display what the current value of the counter is. If the user that's running the command specifies a number after it AND has the Mod/Streamer role, it will first update the counter with that number and that display the counter's current value afterwards.
